What it means

ICH420I tells you that a program loaded into your address space has no profile in the RACF PROGRAM class. Because of that, the environment is treated as uncontrolled.

This matters when other resources are protected so they can only be used from a controlled environment. The access check may then fail even if the user ID is otherwise allowed.

Typical causes

  • A program was loaded from a library that is not program controlled.
  • The loaded program has no PROGRAM class profile.
  • A tool or product library (for example one added to the link list) was never set up as controlled.

How to fix it

  1. Try the request again in an environment that does not load that program.
  2. Note the program and library name shown in the message.
  3. Report the message to your security administrator.
  4. Ask the administrator to define a PROGRAM class profile for the named program or library through the normal process.

Example

Illustrative only; names and values are invented.

ICH420I PROGRAM TOOLPGM01 FROM LIBRARY USER01.TOOL.LOADLIB CAUSED THE ENVIRONMENT TO BECOME UNCONTROLLED.
